I believe so, as long as you have all the information you need. At least that i how it used to work. I don’t see where it should be as problem.
Last time I had to for one of my kids it took about 30 min. in line and maybe 10 more to get the copy.
You would need to contact your County Recorder if you need it quickly. My understanding is that you may only request a birth certificate by mail from Vital Records.
That is how I was directed to receive of copy of mine last year.
